Register to Become a Referee

Referees must be at least 12 years old.  Adults can referee too.  Referees are expected to complete online SAY training and testing, concussion training every 3 years, SafeSport training every year if they are 18 or older, attend an in person training and scrimmage, and a Pulaski Referee Information meeting. See below for training dates and times.

You will need a yellow referee shirt, black shorts, black tennis shoes or soccer shoes, a stop watch, and a whistle. Referee penalty cards will be provided at the field. Shirts $20 and stop watches $3 are available for purchase at the in person training. Whistles and rule books will be provided if you don't have one.

Referees under 16 years old will also need a work permit.  

Work Permit

If you are under 16 you will need to provide PYSC with a work permit. Work permits can be obtained at the Wisconsin Department of Workforce Development website, ER Work Permits - Create Permit (wisconsin.gov)

While completing the Work Permit request, you will be asked for the following:

Referee Training is Required
Once training is complete you will be considered registered as a Pulaski Youth Soccer Referee. (see below)

Pulaski Referee Information Meeting

Information Meeting for Pulaski Referees

There will be a Referee Meeting April 11, 2024 at 7:00 pm for new referees. Parents are welcome to attend as well. Details will be emailed to the email address provided in the referee application. 

At this meeting, parents and participants will learn about job expectations, shift sign up, and the system of pay.

 

Referee Training

2024 Training Dates  (please arrive a few minutes early for the meetings and 10 minutes early for the scrimmage) 


For ALL Referees U19 & under

1. New Refs need to complete the online SAY referee training here: https://www.saysoccer.org/Default.aspx?tabid=971619

2. Complete SAY Online Testing

a. For refs with 2 years or less experience take the Online Entry Referee Test - (EL-7) with a goal to receive at least a score of 70% and email your certificate to   [email protected] before in person training. The test can be found here: https://www.saysoccer.org/Default.aspx?tabid=733804

b. For refs with more than 2 years of experience take the Online Intermediate Referee Test - (IL-2), if you have not previously done so, with a goal to receive at least a 
score of 75% and email your certificate to [email protected] before in-person training. The test can be found  here: https://www.saysoccer.org/Default.aspx?tabid=733804

3. Complete the Concussion Training (must complete every three (3) calendar years)

Directions for Concussion Modules (This will take about an hour in total)
a. GO to this link: https://nfhslearn.com/?courseID=38000
b. Click on Concussion Courses
c. Click on Concussion in Sports
d. On the far-right side, click on Wisconsin and click on Order Course
e. Create a quick account
f. Now it will take you back to Concussion Courses, at the top, Sign in
g. Click on Concussion in Sports once you are on a new screen.
h. Now you need to order the course again.
i. A pop-up will ask who is completing this course.
j. Go to your courses.

You can begin the course at any time. You can stop and come back to it also.
Email your certificate prior to the in-person training

4. Complete the SafeSport Training if you are age 18 or older (must complete every calendar year)

If you are completing training for the first time:

b. Complete the information on the “Sign Up” page.
i. Member ID = You can leave blank not used
ii. Name of Sport or Community Organization = SAY Soccer, your SAY Area or SAY District Name
c. If the dashboard does not automatically load after creating your account, you may be prompted to log in to the new account you just created.
d. Click on “My Courses” on the landing page or from the menu select “My Courses.”
e. Click the Start button for “SafeSport Trained – U.S. Soccer Federation” to complete the course.

Email your certificate prior to the in-person training

If you already have an account and have taken training before:
a. Log in here: U.S. Center for SafeSport (safesporttrained.org)
b. Which course to take: If you have never completed SafeSport training, you should take the course entitled, “SafeSport Trained – U.S. Soccer Federation”. If you have taken training before, you should take the next available Refresher Course. If your last course taken was “Refresher 3” your next course would be the “SafeSport Trained – U.S. Soccer Federation” course again.

The training runs in a 4-year cycle as follows:
Year 1: SafeSport Trained – U.S. Soccer Federation
Year 2: Refresher 1
Year 3: Refresher 2
Year 4: Refresher 3
Year 5: SafeSport Trained – U.S. Soccer Federation (again)

5. Attend the 4-hour in-person training

Pack something to drink during the scrimmage. Wear athletic shoes and comfy sports clothes. Training is planned to be indoors.
